The HOAMCO staff will be attending High Desert and HOAMCO holiday celebrations this week, on December 12th and December 13th. The office will be closed from approximately noon to 2pm. The office will be open prior to and after these closure times.

The High Desert HOAMCO office will also be closed starting Monday, December 23rd through Wednesday, January 1, 2025, reopening on Thursday, January 2nd. High Desert and Trillium Village are sponsoring a Crime Awareness Event on November 2nd at 3:00 p.m. at Church of the Good Shepherd (7834 Tennyson NE). There will be tips on preventing crime at home, auto, etc., with presentations from the Albuquerque Police Department and our community security company VetSec.

The Landscape Committee’s guest speaker on Friday, October 18th, from 10:00–11:00 in High Desert Park, is Louis Wilcox with Legacy Trees, speaking about meadowscaping and wildflowers. Meadowscaping is more than planting a seed or planning a garden;  it transforms ordinary spaces into a celebration of biodiversity, a habitat for birds and insects, and a home for native plants, beauty, and harmony.

The next Tramway Cleanup Day is on Saturday, October 19th, starting at 10:00 a.m. at the Albertson’s parking lot. If you can make it, please let Michele Lesher know, mlesher222@comcast.net, so she can have enough supplies. Please bring a pair of gloves (and hat/sunscreen if you'd like). You will be doing a great favor for awesome Tramway Blvd, which has the beautiful Sandias as its backdrop!

The High Desert HOAMCO office will be closed for the Labor Day holiday on Monday, September 2, 2024. It will reopen as usual on Tuesday.

The rescheduled Tramway Cleanup day will be Saturday, May 18th. It will start at 9:00 a.m. at the Albertson’s parking lot. It is scheduled an hour earlier than usual so you can attend the talk about birds in the High Desert park afterwards. Claude will speak about birds and how we can identify and support the birds in our community. Claude Vallieres is Wild Birds Unlimited’s resident bird nerd, and he is a longtime lover of all avian creatures. Claude is a volunteer and leads weekend bird walks at the Rio Grande Nature Center State Park. He participates in hawk watches, bird counts and surveys, and Christmas Bird Counts, and he is a member of Bird Alliance of Central New Mexico.

Seven of our neighbors have come forward to offer their services as Board Directors for High Desert. Voting Members will choose four of them to be Board Directors during the Annual Meeting. The Board is hosting an informal event so all High Desert owners can get to know these candidates and their ideas for High Desert before the election. This Meet and Greet will be held on Saturday, April 20th at the Church of the Good Shepherd (7834 Tennyson St. NE). This will be a hybrid event, so those who can't attend in person can participate remotely via Zoom. Informal discussions with candidates will be held from 5 to 6 pm for in-person participants. At the upcoming Board meeting on Tuesday, March 19th, at 5:00 p.m., the Board will consider a policy change to the Voting Member Election Procedure. Per the NM HOA Act, all proposed policies must be sent to the membership for review at least 48 hours in advance of a meeting to allow time for owner input. You can find the proposed policy here. Changes to the policy include the following:

• Changes were made to clarify and simplify language that did not change any requirements or processes
• Assigned responsibilities for steps in the process
• Expanded many steps to reflect the specific process that has been used in the past two Voting Member elections
• Added a Voting Member Code of Conduct that must be signed and returned by elected Voting Members and Alternates
• Added a requirement of offering Voting Member training by the Voting Member Chair
• Revised the section on interim elections to reflect the revised By-Laws

Among the pressing current and future issues that will require your support are:

• Elena Gallegos Open Space—Should the Board remain neutral or take a more active position on the City proposed changes to this recreational space north and east of our community?
• NM HR 425—This is a State Legislature proposal that would drastically alter the limited use restrictions that are at the very core of our governing covenants and the very reason many of us have chosen to live in High Desert. What can the Board do to counter such legislation?
• Maintenance—Common walls are deteriorating and badly in need of repairs. These repairs constitute the largest expenditure, have a direct bearing on rising association fees and the value of your property. What should be the priorities and at what cost?
• Landscaping—What should be the course for High Desert for enduring and sustainable landscaping? How should we be maintaining the arroyos?
• Water—What can be done to minimize water utilities, which are one of the larger High Desert expenses?

Not sure of what’s required of a Board Member? There are plenty of past and present, experienced Board Members who can guide and orient you. New Board Members will be trained in the financial and operational aspects of the High Desert Board. To make being a Board Member easier, the meeting times have been changed to be outside normal working hours and the Board has insurance for legal liabilities. In addition to Board meetings, future meetings may also include team-building events like dinners or lunches. Other changes are in the works to set the course for a more responsive Board.

The Nominating Committee looks forward to receiving your SOIs. If you don’t feel you can meet the obligations for being on the Board, please talk to a past or present Board Member or please consider other volunteer opportunities on committees (such as the Nominating Committee), events, or as a Voting Member.

The current Nominating Committee’s goal is to set up a more transparent and inclusive system for the homeowners to become Board Members.

We are following the Nominating Committee Charter including collecting the Statements of Interests from candidates and ensuring they are in compliance.  We are available to educate homeowners on Board responsibilities, duties, and time commitments. We will provide a forum for all candidates to discuss what they feel are HOA challenges and their visions for the future.

Nominating and Election Schedule and Process

2. April 6 is the last day to submit a Statement of Interest.
3. The Nominating Committee will request information from the Candidates.
   1. Biography and responses to five questions

b. During the first and second week of April a Nominating Committee Forum will be scheduled for each candidate to:    

i.  Provide information on board member responsibilities;

ii.  Provide the committee an opportunity to ask questions/discuss candidate responses to the questions; and

iii.  Finalize the responses in preparation for distribution to the Voting Members

4. On April 15, each candidate’s biography and responses to questions will be distributed to Voting Members through the Google Discussions Group and encourage Voting Members to distribute these to all homeowners.
5. On April 22 (tentative) from 6 to 8 pm an open Zoom/ in person meeting will be held for Homeowners to meet the candidates and ask them questions.
6. On April 27 6:30- 8:30 pm following the Annual Meeting, Voting Members will:

a.     Entertain nominations from the floor for additional candidates.

b.     Allow nominees from the floor an opportunity to discuss their qualifications and visions for the future (10 minutes each).

c.      Allow prior nominees an opportunity for any further discussions (5 minutes each).

d.         Elect new board members.

The previously proposed Estate Sale Policy has been revised to address feedback and will be discussed at the next Board meeting on March 21st. You can read a copy of the proposed policy here.
