A Little Bit About Our Village

A gated village of 118 homes in High Desert, The Trillium is located between Academy and Spain Boulevards on Cortaderia. In the center of our village is a private park with picnic tables under a canopy and lots of green space and beautiful trees for enjoying the outdoors. Our quiet, low-speed private streets are entered through our vehicle gate located on Cortaderia which is accessed by clicker or card for owners and a call box for visitors to request entrance. The exit gate is located adjacent to the entry gate. For the walkers in our village, there are five keyed pedestrian gates (at the end of each street) to access the entry area and the open space surrounding the village. High Desert’s security officers also patrol through Trillium 24/7.

Security Gates

For enhanced security, The Trillium features locked vehicle and pedestrian gates, plus a 24/7 Security Patrol (shared by all of High Desert).


Vehicle Gates: The vehicle entry and exit gate for The Trillium is accessible by a remote “clicker” or swipe card for residents. The entry call box directory lists the assigned 3-digit code for each residence. When the code is called at the call box, residents can speak to callers or open the gates remotely by pressing “9” for guest entry. Clicker or swipe card are obtained from HOAMCO.


Do not, under any circumstances, attempt to open a gate by force or enter through the exit gate, as this can result in serious and expensive damage to the mechanism. The cost of repairs for such damage normally is taken from the Village’s expense reserve and could, at some point, create the need to increase assessments to our residents. If you have difficulty with the gates opening or with your clicker or swipe card, please contact HOAMCO immediately.

Pedestrian Gates: There are five pedestrian gates in The Trillium, one at the end of each street and beside the vehicle gate. Residents are given keys to the pedestrian gates. The gates should close and lock automatically but as a matter of security and everyone’s privacy, please make sure that the gate closes securely behind you when entering or exiting.

As always, if you encounter any problems, damage or difficulties with the gates, please contact HOAMCO immediately.

High Desert Security provides regular patrol service to all High Desert owners 24 hours per day, seven days a week.

This is a coordinated service with the Albuquerque Police and Fire Departments. The officers are uniformed, unarmed, and drive prominently marked cars.

Services include responding to fire and rescue situations, providing additional surveillance of property when owners are on vacation, responding to alarm calls when notified, assisting in looking for missing persons or pets, responding to calls regarding suspicious persons or vehicles, and even assisting with vehicle failures.

To contact High Desert Security, call 505-485-5658. Remember, High Desert Security is not a substitute for the police or other emergency services. Always call 911 first in the event of a real emergency!

Trillium Park

Trillium Park is an open space of grass and trees for all residents to enjoy; it is not a leash-free dog park. Please keep your pets on leash at all times so that others can also feel safe bringing their pets and families to the park. There is a special waste disposal station at the south side of the park for cleaning up after your pet.

The Trillium Park Use Guidelines:

• The Trillium Park is owned by all The Trillium homeowners. 
• The Trillium Park is for use by all The Trillium Residents and their guests. 
• The Trillium Park cannot be reserved in advance for private events. 
• If an owner uses the park for a private function, they may not limit park usage for other residents of The Trillium. In addition, they must:  
1. Provide the High Desert Community Manager a copy of indemnification document - clearing the Board of Directors and owners of The Trillium of any liability for use of The Trillium Park. 
2. Clean up after the function. 
3. Not damage the grass, covered area or any other part of the park. 
4. Anyone using the park must clean up after themselves. In the event that the park is not cleaned up after an owner has used it, they are responsible for any costs to clean up after their use. The High Desert Community Manager will determine if the park is cleaned sufficiently. 
 

If there are any maintenance issues, please report these to the Community Manager for repair at 505-314-5862. Park usage must follow city ordinances for noise, etc. (www.cabq.gov/envhealth/noise.html

 

Pets

High Desert is a wonderful place to have pets with myriad walking paths, trails and open spaces to explore with your animals. Of course, all City of Albuquerque ordinances regarding proper restraint and control of animals apply to us as well.

In addition, to keep our unique environment clean and healthy for people and animals alike, our Association has placed a special waste disposal station at the south side of the Trillium park. These waste disposal stations are available throughout the High Desert community.

Nearly $20,000 is budgeted each year by High Desert Homeowners Association to maintain these stations and, unfortunately, to clean up after people who are too lazy or inconsiderate to use them. So, whether in the neighborhood or on the trail, please be courteous to your neighbors and kind to your community and dispose of your pet’s waste properly. It will be appreciated!

Parking Rules & Regulations

High Desert Street Rules contain parking and traffic regulations in all gated villages. These include regulations as to the number of vehicles that may be parked in the streets within the gated villages and in each driveway within. Common parking infractions include but are not limited to the following: 

• Recreational vehicles, boats, and trailers except for loading and unloading 
• Blocking of pedestrian walkways 
• Long term parking/ abandoned vehicles 
• Parking of unlicensed or inoperative vehicles 
• Parking on gravel or landscaped areas 
• Blocking driveways 
• Parking in the wrong direction of road

In addition to the regular parking and street rules for High Desert, the following is prohibited in Trillium:

• Overnight parking on streets without a parking permit issued by the association’s management company (HOAMCO). Temporary parking permits are not to exceed seven days and must be visible on the front window of the vehicle.
• Parking of recreational vehicles, boats and trailers on streets or in a driveway except for loading and unloading are not to exceed 48 hours per event without a temporary parking permit. (Parking permits must be visible on the front window of the vehicle, boat or trailer.)

With regard to enforcement, the new Trillium Street Rules now permit High Desert Security to issue parking violations while on patrol within the Village. Violators will be susceptible to an immediate fine. The Trillium Street Rules are posted on the entrance gate.  

Temporary parking permits can be requested from High Desert’s Community Association Manager at (505) 314-5862 or via email at highdesertmanager@hoamco.com  during regular business hours M-F, 9 a.m.-4 p.m. The parking permit will be sent to homeowners by email.

Assessments (Gated Villages)

As a homeowner of any High Desert Village, you are assessed for services.

As a homeowner in a gated village you pay two separate assessments. The Village Assessment is used exclusively to support the special amenities that we enjoy, including the operations of gates. A portion of this assessment is set aside in a reserve fund for future capital maintenance expenditures, such as street resurfacing, which may eventually be required. For more detail about your village’s assets which are supported by the reserve funds, see the most recent reserve study for Trillium below.  

All assessments are billed quarterly by HOAMCO, our management company, or may be automatically debited from your bank account. See your latest statement from HOAMCO for details.

* Amounts are reviewed annually by the HDROA Board of Directors and are subject to change at any time.

The High Desert Homeowners Association has a Base Assessment owed by all owners and, additionally, seven gated villages have Gated Village Assessments for owners in those gated villages. Assessments are based on the budget and are determined annually.

The Association Base Assessments are $68.00 per month, and the Gated Village Assessments for Trillium are $43 for the year July 2023 to June 2024 ($333.00 billed quarterly for the combined assessments).

Property Taxes

All property is assessed for tax purposes by the Bernalillo County Assessor as of January 1 of each year. 

Around the first of April, you will receive a Notice of Value specifying the dollar value of your lot and home that will be used in calculating that year’s property tax bill. It pays to review this Notice carefully, as you have only a limited amount of time to file a protest if you believe your property has been assessed incorrectly.

Additionally, many residents overlook the exemptions to which they may be entitled. Every New Mexico resident is allowed a $2000 “Head of Family” exemption on their primary residence and Veterans may qualify for an additional exemption of up to $4000. These exemptions are not automatic, however. You must complete the form included on the Notice of Value and return it by the date specified to receive these exemptions for the current year. (After the first year, they will continue to appear until ownership changes.)

Property assessments and tax bills are a matter of public record. If you’re interested in knowing how your assessment compares to that of your neighbors, go to the Bernalillo County website at www.bernco.gov/ and select "Search Records" under the "Residents" menu then click on “Property Records Search."

Governance

Under the By-laws of the High Desert Residential Owners Association, the Board of Directors is responsible for all policy, financial and administrative decisions affecting the High Desert community, including your Village. Board members are elected by Voting Members, who in turn are elected by the residents of each of the Villages on the basis of one Voting Member for each fifty homes, rounded up to the nearest fifty. Our elections are held in August of odd-numbered years and all terms are for two years. Any Owner or spouse of an Owner is eligible to run.
